On Tuesday, July 12, 2022, the Pinal County Board of Supervisors held a special meeting to discuss and come to a final resolution regarding the ballot error issue that left the names of local candidates running for municipal offices in seven municipalities off the ballots for the August 2, 2022, Primary Election. The Pinal County Board of Supervisors voted unanimously to mail out Municipal Only supplemental ballots to all voters who requested an early ballot. Early voters who wish to vote in federal, state, legislative, and county races should complete and return their original early voting ballot. City Elections
Eloy’s elections coincide with the State fall elections in even-numbered years. The City Primary Election will be held on August 2, 2022, and the General Election will be held on November 8, 2022. Information relating to the election will be posted on this section of the City’s website.
Call for Elections in English and Spanish
This information is provided as a courtesy by the City of Eloy City Clerk’s Office. It is intended to assist in meeting the requirements for candidacy. However, it is the candidate’s responsibility to ensure that all legal requirements have been met. The City Clerk’s Office cannot render legal, financial, or other professional advice.
Qualifications for Mayor
- 18 years of age or older at the time of filing nomination papers.
- Qualified registered voter of the City of Eloy at the time of filing nomination papers.
- Resident of the City of Eloy for one year preceding the election.
- Able to speak, write and read the English language.
- A person convicted of a felony cannot serve as a Mayor until he has been restored his civil rights.
- City employees are not eligible serve as Mayor.
- An "incapacitated person" cannot be a candidate; as such, a person does not possess voter qualifications.

Political and Campaign Sign Placement Regulations AMENDED 4/15/22
Political Signs are not permitted to be located within the City of Eloy until 12:01 a.m., May 23, 2022.
The City of Eloy Zoning Code refers the requirements for the placement of political signs to Arizona Revised Statutes (A.R.S.) §16-1019. In particular, the A.R.S. regulates the size, timing and placement of political signs. Specifically, A.R.S. notes that political signs are not permitted until seventy-one (71) days prior to the primary election date. Because the primary election is scheduled for August 2, 2022, this means that political signs are not permitted to be located within the City until 12:01 a.m., May 23, 2022.
A.R.S. §16-1019 allows for the placement of political signs within the City’s rights-of-way. A.R.S. §16-1019(C) prohibits the City from removing political signs that meet the statute’s requirements, which include restrictions on size (sixteen square feet in areas zoned for residential use and thirty-two square feet in any other area). The City requests the voluntary compliance of the community such that the maximum number of signs on any parcel is two (2) and any sign may not exceed four (4” 0”) feet above grade level. The A.R.S. also prohibits placement that would cause a hazard (such as within a designated sight visibility triangle) or would violate the provisions of the Americans with Disabilities Act. The A.R.S. includes a requirement that the candidate’s (or their committee’s) name and telephone number or website address of the candidate or campaign committee contact person appear on the sign.
A.R.S. § 16-1019(H) states that the City’s prohibition on political sign removal applies to the period beginning seventy-one (71) days prior to the primary election and ends fifteen (15) days after the general election. For the 2022 election, the seventy-one (71) day period begins at 12:01 a.m., on May 23, 2022 and all candidate signs are subject to removal from the right-of-way on or after November 23, 2022. (Candidates that do not accrue enough votes to proceed to the general election ballot must remove their signs within fifteen (15) days after the primary election by August 17, 2022.
Please note that it is a Class 2 misdemeanor for any person to remove, alter, deface or cover any political sign of any candidate for public office or in support of, or opposition to any ballot measure, question or issue for the period commencing forty five (45) days before a primary election and ending fifteen (15) days after the general election. For any candidate not advancing to the general election, the period ends fifteen (15) days after the primary election.
For purposes of applying A.R.S. §16-1019, the City’s sight triangle regulations are illustrated as follows:
On corner lots, no signs in excess of two (2) feet in height shall be permitted within a triangular area as illustrated above.
Signs found to be in violation of A.R.S. are subject to removal. Except in cases of an emergency, candidates or committees will, if possible, be contacted prior to sign removal at the phone number/email address shown on the sign.

Political and Campaign Sign Placement Regulations - AMENDED 4/15/22
Banners – In residential zoning districts, temporary banners are not permitted on sites with individual dwelling units. Banners for holidays and special family events are excepted. A banner is a temporary sign made of fabric, plastic, or other pliable material without a rigid structural support or internal illumination on which advertising copy or graphics may be displayed.
Term of Mayor
Mayor serves for a term of two years and can serve unlimited terms.
Term of Council Members
Council Members serve for a term of four years and can serve unlimited terms.
Voter Registration
To register to vote, you must be:
- A United States Citizen
- Eighteen years of age or older on or before the election
- Resident of the City 29 days prior to the election
- Have not been convicted of a felony or treason, if so, your civil rights have been restored
If you are registering for the first time within Pinal County, you must also submit proof of citizenship with your voter registration form.

Voter registration deadline in order to vote in the Primary Election, is by July 5, 2022.
